Seaman to Admiral-21 Program

The Seaman to Admiral-21 (STA-21) program offers an excellent pathway for active-duty enlisted sailors to become commissioned officers in the U.S. Navy. Through STA-21, selected sailors receive the opportunity to earn a college degree while receiving full pay and benefits. This highly competitive program combines academic education with officer training, preparing participants for leadership roles within the Navy. At the University of Michigan, STA-21 candidates are fully integrated into the NROTC unit, where they benefit from the same rigorous training and support as our midshipmen.
Marine Corps Enlisted Commissioning Education Program (MECEP)

The Marine Enlisted Commissioning Education Program (MECEP) offers outstanding enlisted Marines the opportunity to become commissioned officers. Through MECEP, selected Marines attend college full-time while retaining their active duty status and pay. This program is designed to provide them with the education and training needed to excel as Marine Corps officers. At the University of Michigan, MECEP candidates are integrated into the NROTC unit, participating in the same rigorous training and leadership development activities as our midshipmen.
